What does a “Valid” CB record actually establish?

The IECEE public certificate portal describes itself as a platform for finding certificates from participating NCBs and warns that its display is only an extract; the certificate owner holds the full information. The same official disclaimer says the CB Scheme tests selected samples under an ISO/IEC 17067 type 1a process and does not include ongoing factory surveillance.
