The short answer

The UN Manual of Tests and Criteria requires a lithium cell or battery test summary to be made available. For a power bank, check the manufacturer, test laboratory, report number and date, battery description, watt-hour rating, model numbers, tests and pass/fail results, manual revision and signatory. Then connect those fields to the exact battery configuration inside the quoted product.

What the official summary is expected to contain

Subsection 38.3.5 lists the information that must be provided in the test summary. It includes the cell, battery or product manufacturer; contact information; test laboratory; unique report number; report date; battery description; tests and results; the manual revision used; and a validating signature.

The description must include battery type, mass, watt-hour rating or lithium content, physical description and model numbers. These are the fields that let a buyer test whether the document belongs to the product being purchased.

The matching problem is usually more important than the PDF

A supplier may send a genuine summary for a different cell, battery pack or capacity. Compare the summary’s model and watt-hour rating with the bill of materials, label, quotation and shipment documents. If the power bank uses multiple cell options, ask which exact configuration will be used for the order.

Changes that materially affect the tested type can require further testing. A buyer should not assume that a similar model number or identical enclosure establishes the same battery type.

Availability does not mean it travels with every carton

UN guidance explains that the summary is to be made available; it is not intended or required to accompany every shipment. A buyer, freight forwarder or other party with a legitimate need can request it.

Keep the summary with the product specification and shipping file. If the supplier cannot connect it to the actual battery, the document gap should be resolved before relying on it for logistics planning.
